The Eliters are the Bienvenido equivalient of a Commonwealth Advancer, and are discriminated against by the government and most of the people of Bienvenido, partly out of fear of their abilities and also the principle of the revolution that everyone is equal and no one group should be allowed to gain enough power such that they can control the government and population. The most prominent Eliter is the "Warrior Angel", i.e. Kysandra Blair.
